Social work with unaccompanied children and youth asylum seekers: youths' and professionals' "voices" revealing challenges and opportunities

This thesis focuses on social work with unaccompanied children and children who are separated from their families. It explores how the minors are being supported, how their needs are being met, and the ways with which their rights are defended towards social inclusion. Inspired by critical social work, the thesis examines social work practice with unaccompanied minors through a critical perspective. An emphasis is put on enhancing children's resilience and the discussion underlines the factors that contribute to their settlement and inclusion in the host country. It, also, discusses the role that the local society can play towards children’s inclusion. The thesis refers to the three domains of approach and practice of social work with unaccompanied children, according to Kohli (2007). These are the provision of practical daily support (the domain of cohesion), the possibility of expressing the trauma of the past and the development of emotional engagement (the domain of connection) and the co-construction of a new start for the future, based on a strong and lasting relationship (the domain of coherence). Based on qualitative methodology, the researcher uses semi-structured interviewing to collect and produce data. The research was conducted in two time periods: The first period was during 2013-2014, before the refugee crisis of 2015-2016, where interviews were conducted with 16 unaccompanied children hosted in the accommodation center in Anogia - Crete and with 4 adult refugees who had been hosted in the center when they were children and they have been living in Greece since then. During this period, 12 interviews were also conducted with professional social workers and others employees in accommodation centers throughout Greece. The second period was during 2017-2018, following the refugee crisis and during this period another 7 interviews were conducted with professional social workers. As the scenery changed radically regarding the conditions of inflow and management of the integration of unaccompanied children, the need to update the research was evident. All interviews were recorded with the participants’ signed consent and they have been transcribed verbatim. A thematic analysis was then used. The thesis reveals the unaccompanied children’s and adult refugees’, (who lived in the accommodation center as children), experiences, their difficulties, their needs and expectations through their own voice. Their experience in regards to their reception and settlement in the host country and the social issues emerging are also presented and analyzed hereby. On the other hand the thesis explores the professional knowledge and experience, the emerging challenges, difficulties and obstacles as well as best practices introduced which underline the strength of the social work practice and policy suggestions for the improvement of services to unaccompanied children. The case study of the Anogia accommodation center, as an example of critical best practice, following Ferguson’s criteria (2003) underlines among others the important role that the local community can play towards the children’s social inclusion in the host country.Η παρούσα διατριβή επικεντρώνεται στην κοινωνική εργασία με τα ασυνόδευτα παιδιά και παιδιά χωρισμένα από την οικογένειά τους. Επιχειρεί να αναδείξει πώς διαμορφώνεται ο ρόλος της αναφορικά με την υποστήριξη, την κάλυψη των αναγκών, την προάσπιση των δικαιωμάτων τους και την κοινωνική τους ένταξη. Εμπνευσμένη από την κριτική κοινωνική εργασία αναζητά το πώς συνδέεται η πρακτική με τα ασυνόδευτα ανήλικα με την κριτική προσέγγιση. Δίνει έμφαση στην ενδυνάμωση της ανθεκτικότητας των παιδιών και στους παράγοντες που συμβάλλουν στην επιτυχή εγκατάσταση και ένταξή τους στη χώρα υποδοχής, καθώς και στο ρόλο που διαδραματίζει η τοπική κοινωνία στην ένταξή τους. Αναφέρεται στα τρία πεδία προσέγγισης και πρακτικής της κοινωνικής εργασίας με τα ασυνόδευτα παιδιά τα οποία, σύμφωνα με τον Kohli (2007), είναι η παροχή πρακτικής καθημερινής υποστήριξης (πεδίο της «συνοχής» - the domain of cohesion), η δυνατότητα έκφρασης του τραύματος του παρελθόντος και η ανάπτυξη συναισθηματικής εμπλοκής (πεδίο της «σύνδεσης» - the domain of connection) και η συν-κατασκευή μιας νέας εκκίνησης για το μέλλον, βασισμένης σε μια ισχυρή και διαρκή σχέση (πεδίο της «συνεκτικότητας» - the domain of coherence). Βασίζεται σε ποιοτική μεθοδολογία έρευνας και χρησιμοποιεί την ημι-δομημένη συνέντευξη ως μέθοδο συλλογής και παραγωγής δεδομένων. Η έρευνα διεξήχθη σε δύο χρονικές περιόδους: πριν την προσφυγική κρίση του 2015-2016 κατά τα έτη 2013-2014, όπου υλοποιήθηκαν συνεντεύξεις με 16 ασυνόδευτα παιδιά που φιλοξενούνταν στο κέντρο Ανωγείων και με 4 ενήλικες πρόσφυγες που είχαν φιλοξενηθεί στο κέντρο στο παρελθόν ως παιδιά και ζουν στη χώρα μας. Σε αυτή την περίοδο υλοποιήθηκαν, επίσης, 12 συνεντεύξεις με επαγγελματίες κοινωνικούς λειτουργούς και άλλους που εργάζονταν σε δομές φιλοξενίας ασυνόδευτων παιδιών σε όλη την Ελλάδα. Μετά την προσφυγική κρίση του 2015-2016, καθώς άλλαξε ριζικά το τοπίο αναφορικά με τις συνθήκες εισροής και διαχείρισης της ένταξης των ασυνόδευτων παιδιών, κρίθηκε σκόπιμη η επικαιροποίηση των δεδομένων μέσα από μια δεύτερη φάση συνεντεύξεων με 7 ακόμα επαγγελματίες τη χρονική περίοδο 2017-2018. Όλες οι συνεντεύξεις μαγνητοφωνήθηκαν με την ενυπόγραφη συναίνεση των μετεχόντων, απομαγνητοφωνήθηκαν λέξη προς λέξη (verbatim) και τα παραγόμενα δεδομένα προέκυψαν μέσα από θεματική ανάλυση. Μέσω της παρούσας διατριβής διερευνώνται τα βιώματα και οι εμπειρίες των ασυνόδευτων παιδιών και ενηλίκων προσφύγων, σχετικά με τις δυσκολίες, τις ανάγκες και τις προσδοκίες τους, τα ζητήματα υποδοχής και κοινωνικής τους ένταξης. Αναδεικνύονται οι εμπειρίες, οι στάσεις, οι προκλήσεις, οι δυσκολίες και τα δυνατά σημεία της πρακτικής της κοινωνικής εργασίας και υπογραμμίζονται οι προτάσεις των επαγγελματιών για τη βελτίωση των υπηρεσιών προς τα ασυνόδευτα παιδιά. Σημαντική για την ανάδειξη της πρακτικής της κοινωνικής εργασίας στην ένταξη των ασυνόδευτων παιδιών αποτελεί και η παρουσίαση του κέντρου φιλοξενίας των Ανωγείων ως μία μελέτη περίπτωσης και ένα παράδειγμα καλής κριτικής πρακτικής και η υπογράμμιση του ρόλου που μπορεί να διαδραματίσει μία τοπική κοινότητα στην κοινωνική ένταξη των παιδιών στη χώρα υποδοχής
